City of Murphy Council Meeting
Jan. 15, 2019 - Passage of Resolution Number 19-R-905 provided for an additional right turn lane at the intersection of northbound S. Murphy Road and FM 544 that is intended to increase the flow and volume of traffic at this busy intersection. According to city staff, “The total budget for this GO Bond scope of work authorized by the residents of Murphy, as a result of the GO Bond election held in November 2017, is $175,000. While this amount is not sufficient to perform the construction of this specific project, both of the other two Proposition A Infrastructure project contracts awarded to date; No. 2018-03 Waters Edge Culverts & Drainage and No. 2018-05 McWhirter Culvert & Drainage, both were done so at amounts substantially below their established budgets, such that even when considering the award of this project, there remains a positive balance of approximately $140,000.”
Ordinance Number 19-01-1112 amended Chapter 26 of the Murphy Code of Ordinances (fencing in residential areas). Changes were made to the language for clarity. No fence is to be constructed in the city without a permit. A fence repair permit is required if the repair is 15 linear feet or more. Repairs are to be made with comparable material. Also, a subsection on variances was struck because it conflicted with another variance procedure.
Storm Water Fees currently charged at 3.00 a parcel, will be increased to 3.80 cents per residential parcel.
Ordinance Number 19-01-1111 amended Chapter 30, Zoning of the Murphy Code of Ordinances related to Area Regulations for the Retail (R) District. According to city staff, “…an incorrect code reference within subsection (b) related to minimum front yard setbacks. This code section currently refers to Article 26.06 which deals with Exterior Construction Standards. The correct reference, which should be ‘Article 26.07’, establishes landscape standards. The landscape standards require minimum landscape buffers adjacent to street right-of- ways for nonresidential developments.”
Ordinance Number 19-01-1113 amending the FY19 revenue, expenditures and fund balance. The purpose of this agenda item was to re-appropriate budget for purchase orders carried over from FY18.
