					  <title>CONTINUING INVESTIGATION REGARDING HUNT ELEMENTARY TEACHER</title>

					  <description> Murphy, TX &#8211; On Wednesday, May 19, 2010, Murphy Police received information from the Plano Independent School District of an incident that occurred involving a Kindergarten school teacher at Hunt Elementary School.&#160; The case was referred to the Collin County Child Abuse Task Force.&#160; After a thorough investigation an arrest warrant was issued.&#160; Joseph Garbarini was charged with Indecency with a Child.&#160; The suspect turned himself over to the Collin County Jail where he is currently being held on a $ 1,000,000.00 bond.&#160; The Collin County Child Abuse Task Force is leading the investigation with the assistance of the Murphy Police Department, Texas Department of Health and Human Services and Plano Independent School District.&#160;  This is a continuing investigation.&#160;&#160;&#160;&#160;&#160;  For questions or concerns regarding this case please contact Sgt. 					  <description> The Plano ISD Board of Trustees met in a regular work session on Tuesday, November 17, to discuss the feeder alignment process that the district is undergoing in preparation of the opening of Otto Middle School and McMillen High School in 2010 and 2011, respectively.&#160; These decisions will directly affect the direction that our Miller Mustangs will take upon completion of elementary school. Having met within their board subcommittees during the previous weeks, the trustees are pursuing study of a plan, referred to as &#34;Option 3&#34; at the work session, and are seeking additional community input before their formal vote scheduled for December 15. Option 3 would convert Williams High School to an academy program for ninth through twelfth graders. The December 15 board meeting remains confirmed for 7:00 p.m. at Sockwell Center (the closed session will begin at 6:00 p.m.). &#160;</description>

					  <title>PISD REDISTRICTING UPDATE...</title>

					  <description> Option 3 - HUGE IMPACT on PESH classes offered and student enrollment&#160;Monday night, a group of concerned parents and teachers and neighbors attended a quickly called meeting at PESH in the cafeteria.&#160; The discussion addressed Option 3 plan as proposed by the School district.&#160; &#160;The first point expressed was the redistribution of the student population attending the 3 senior high schools.&#160; If we applied Option 3 to this school year's attendance numbers we would have - &#160;&#160;&#160;&#160;&#160;&#160;&#160; 1,883 in PESH (currently 2,803 students - functional capacity 2,867), &#160;&#160;&#160;&#160;&#160;&#160;&#160; 3,075 in PSHS (currently 2,626 - functional capacity 2,726), and &#160;&#160;&#160;&#160;&#160;&#160;&#160; 3,355 at PWSH (currently 1,947 students - functional capacity 2,600). The above proposed changes dramatically redistributes the student population.&#160; There were no numbers provided for the magnet school. (Information obtained from PISD website) PESH would maintain its UIL ranking of 5A. It would be a small 5A school. If we use the current student population at PESH and their residency, it appears the school's extra curricular programs would be &#34;decimated&#34;. Who knows what the affect on the Honors and AP classes would be?&#160; If student enrollment decreases by approximately 1,000, courses other than electives would be reduced too. The football program would decrease by 62%. As East side parents, we should insist on balance enrollment by keeping Clark an East side feeder school instead of the proposal of Clark students attending PSHS. The balance enrollment if CLARK STAYS EAST would approximately be- &#160;&#160;&#160;&#160;&#160;&#160;&#160; 2,600 in PESH (currently 2,803 students - functional capacity 2,867), &#160;&#160;&#160;&#160;&#160;&#160;&#160; 2,554 in PSHS (currently 2,626 - functional capacity 2,726)&#160;&#160;&#160;&#160;&#160;&#160;&#160; Also, the ramifications of change to Williams High School was discussed. Supposedly no structural remodeling would occur if changed to a magnet school but $600,000 would be requested for equipment. The students who live near Williams and would come to McMillen may have a difficult time being able to participate in extra-curricular activities if transportation is not provided. I know having a neighborhood school offers numerous benefits that these kids will lose. &#160;The International Baccalaureate program will remain at East.&#160; PISD does not have control of where IB programs are offered.&#160; Last night it was expressed, that there may be an impact on the pre IB classes offered at Clark(?).&#160;  PISD school board should not be voting on option 3 until there is a &#34;plan&#34; that defines what the magnet school will offer, projected enrollment, costs of implementing option 3... We will potentially have Williams High School not being used to its full potential as well as PESH.&#160; We recently approved the completed Fine Arts addition and a Science Wing at PESH. The projected student population of 1,883 would have the school at 65% of capacity.&#160; The student population growth for PESH is not expected to grow dramatically over the next 10 years.&#160; There are few new developments being built as we East residents know.&#160; Obviously PSH and PSWH would need remodeling based upon the estimated population of over 3,000 when functional capacity of the campuses are 2,726 and 2,600 respectively.&#160; &#160;Is Option 3 fiscally responsible?&#160; With one senior high school only being 65% at capacity and the others being over capacity?&#160; If Clark stays East then the resulting student population at the senior high schools would be close to functional capacity.&#160; &#160;I know there are other issues, I'm just a little overwhelmed with the thought that we've only known about the option 3 plan for 3 weeks? and it is being considered for a vote by the board on December 15th???&#160; &#160;If you can attend the meeting tonight at Sockwell Center at 6:30, please wear black.&#160; We would like to show a united front.&#160; If you can come early, please do.&#160; No questions will be accepted.&#160; If you wish to speak to the School Board, you are limited to one minute.&#160; The thought is at this point is that Option 3 will be approved.&#160; What we are requesting is to &#34;tweek&#34; the current Option 3 proposed to KEEP CLARK EAST which will balance the PISD student enrollment and not affect the PESH student's electives, AP and Honor courses that are offered.&#160; &#160;Carrolyn Moebius</description>

					  <description> &#8226; This bond will affect every student as he/she moves through the school feeder patterns.&#160; The infrastructure for fiber optics and security upgrades will benefit all campuses.&#160;&#8226; The bond will be presented in three separate proposals totaling $76.965 million.&#160;Proposition #1Infrastructure for fiber optics and security upgrades at all campuses; improvements to the Wylie stadiums -- $7.775 million. Proposition #2Additions and renovations to Burnett, Harrison, Hartman, Birmingham and Akin; construction of the Achieve Academy -- $24.940 million. The Ottomans are Turkey&#8217;s most famous empire, but the Romans were there too. Istanbul was once Constantinople, after the Roman emperor Constantine I chose it as his capital (and named it after himself, as emperors do).&#160; Turkey is historically and culturally a gateway, located between Europe and the Middle East. It&#8217;s rich, tolerant and fascinating. It&#8217;s also democratic and secular, founded by Mustafa Kemal Atat&#38;uumlrk in the aftermath of World War I. Osman describes Atat&#38;uumlrk as &#8220;our George Washington.&#8221; Turkey was a founding member of the United Nations and has a Prime Minister and Parliament, like Britain.&#160; The Kazans have lived in Murphy for two years. They have three children: Emin, 9, Serra, 4, and Selma, 1. Osman works for EDS and is studying for a Ph.D in engineering. Esra also has an engineering degree and is considering a career in teaching once the children are older. They like Murphy because of its &#8220;cozy&#8221; feel. The Kazans enjoy several pastimes. Esra is embroidering a beautiful prayer rug with a design of daffodils and tulips. In keeping with Turkey&#8217;s diverse musical tradition, the family owns a ba&#287;lama, which is a metal-stringed instrument rather like an Indian sitar, traditionally played in folk music. The Kazans are active in the Raindrop Turkevi foundation, which promotes Turkish culture and supports Turkish immigrant families. Esra shared some favorite dishes with us. Dolmas, or example, are sweet, delicate peppers stuffed with rice, meat and spices (like Greek dolmas except for the vine leaves). Kurabiye are crumbly pastry snacks like cookies; Esra makes them savory, sprinkled with sesame seeds. Kadayif is a sweet snack made from finely shredded pasta like vermicelli; it&#8217;s wonderful with a little cup of strong Turkish tea. One interesting dish is Noah&#8217;s pudding: a&#351;ure. This comes with a story. As Noah and his family drifted in the Ark, they slowly ran out of food. When they landed on Mt. Ararat, they understandably wanted to celebrate. They threw together what they had into as sweet a pudding as they could make: grains, dried fruit, nuts, spices and honey, cooked into a soup. It&#8217;s soothing, sweet, and satisfying, truly a dish of everyday riches. We thank Osman bey and Esra hanim for inviting us into their home. Linda Engelking, Hunt Principal, was notified in advance that &#8220;special visitors&#8221; would be arriving at the school on Thursday, but Ms. Muto and Ms. Allen had no idea until the Prize Patrol arrived that they had been selected.&#160;  </description>

					  <description> In recognition of Freedom Week, Plano East HOSA (Health Occupations Students of America) raised money for materials to construct a picnic table for the Murphy fire/rescue department.&#160;The fundraiser included having students sign their names on the natural wood that would be used to build the table along with a Choc Chip cookie sale.&#160;Additional donations came from parents. Combined, HOSA raised over $500 for the purchase of the table materials from Lowes. Lowes extended a 30% discount to the students. The completed picnic table is now being used by fire/rescue personnel on the fire hall&#8217;s upstairs balcony.  Over 100 PESH students participated in this Freedom Week project.&#160;&#160;&#160;&#160; </description>

Since then, the program has spread to more than 500 schools in over 25 states. When I asked David about his favorite pastime and sport, and yes, geocaching is considered a sport, he said, &#8220;If you like orienteering, a compass, being sneaky and scavenger hunts, you&#8217;ll like geocaching.&#8221; The website, mentioned above, defines geocaching as an entertaining adventure game for GPS (Global Positioning System) users.  The term geocaching is formed from &#8220;geo,&#8221; the part that refers to geography, and &#8220;caching&#8221; the part that pertains to a &#8220;cache&#8221; or storage, and also means a place to hide things. Because of this accomplishment, Kaleigh will be awarded a congratulatory letter by President George W. Bush.  Additional honors for Kaleigh include placing 2nd in the Continental Mathematics League competition; an award certificate of excellence for earning an all &#8220;A&#8221; average during her&#160; 3rd grade year; recipient of the Super Reader Award and a Citizenship Award for recognition of exemplary behavior and having all E&#8217;s on her report card, and a Perfect Attendance Award.&#160; Kaliegh is a member of the Hickey Elementary Environmental Club and Chess Club; she is a Junior Girl Scout and she dances with the Shandon School of Irish Dance in Plano. 					  <description> After several fundraisers and many months of waiting, Colton Ruscitti&#8217;s certified service dog, &#8220;Charlie,&#8221; has arrived. Dianne Long and Bev Swartz, service dog trainers with All Purpose Canines in Aberdeen, S. Dakota, accompanied Charlie to Murphy and began on-site training with the Ruscitti&#8217;s on May 14th.  Colton, a soon to be five year old, is autistic. Autism is characterized by impaired social interaction, problems with verbal and nonverbal communication, and unusual, repetitive, or severely limited activities and interests. In Colton&#8217;s case, sounds hurt his ears, he has limited speech abilities, and he cannot socially navigate interactions with peers. He struggles each day to survive in the world around him. He wanders away from home, has a difficult time dealing with being in public places, and is frustrated easily. 					  <title>Five Cougars and a Tiger Rescued by In-Sync Exotics</title>

					  <description> Vicky Keahey, Founder and President of In-Sync Exotics Wildlife Rescue and Educational Center, has&#160;returned to Wylie with&#160;six (6) exotic cats&#160; from a breeding facility in Athens, TX.  Over the past three years the couple who owned and operated the Athens facility had made several&#160; inquiries to In-Sync Exotics to take over the care and responsibility for their exotic cats.&#160; The owners wanted to pursue other interests and were trying to re-locate their animals.&#160; In-Sync Exotics did accept one leopard, Java, back in 2004 but was not able to accommodate additional exotics at that time.  When the Athens couple called again this month to report that their house had burned to the ground (located on the grounds of the facility), and that they could no longer care for their remaining cats, In-Sync Exotics agreed to accept their five (5) cougars and one (1) tiger. The initial plan was to transport the one cougar with claws and the tiger to a New Jersey rescue where that facility would find a long-term placement for them. Unfortunately the New Jersey rescue was not successful in locating a home for the two exotic felines and now In-Sync Exotics is left with responsibility and expense to care for all six unexpected additions.&#160;&#160; To read more click on &#34;Full Story&#34;</description>

But Katy will be graduating from Plano East High School this May and going off to Sam Houston State University in Huntsville, TX to pursue a double major in Agriculture-Business and Agriculture-Education, and the rabbits can&#8217;t go with her.  Katy began showing rabbits ten years ago when an Aunt gave her three show rabbits. Between the rabbits&#8217; propensity to populate and the keen breeding, trading and buying skills that Katy quickly developed, the backyard barn in Murphy soon became a home to Katy&#8217;s many FFA projects. She was quick to point out that FFA no longer means you plan to be a &#8220;Future Farmer.&#8221; The premise of FFA actually teaches young people time management and responsibility of owning a project. 					  <description> You may recall an earlier story in the Messenger about Murphy resident Jennifer Davis who was organizing a mission trip to Russia to provide assistance to several orphanages in Ivanovo. One of the orphanages she was to visit was the one she and her husband Randal adopted two of their children from. Jennifer is back in Murphy with an incredible story. Jennifer, Kerri Fishencord, Chad and Dani Womack, all from First Baptist Church in Wylie, left DFW airport on January17th and arrived in Moscow, via Zurik, 18 hours later. After a 5 hour van ride to Ivanovo, they met with the Ivanovo Department of Education and government officials. With the aid of a translator, a 23 year old English Professor at the University of Ivanovo, official documents were secured for the Americans to visit two orphanages. One of the criteria for being granted access is if the result will somehow be beneficial to the Russian government. Prior to opening Tots to Teens Pediatrics, Dr. Minnal began her medical studies at Lady Hardinge Medical College in India and completed her final year at Baylor Medical College at Houston. Her residency was done at University of Medicine and Dentistry New Jersey- Robert Wood Johnson University Hospital. Then, for several years she was associated with a Plano and Dallas pediatric clinic.  One of the things that prompted Dr. Minnal to open her own pediatric office was the importance of being able to know and follow each of her patients. Being the sole physician at Tots to Teens Pediatrics allows Dr. Minnal to become personally familiar with each child&#8217;s medical history and family history. 					  <title>Drunk Driving: Over the Limit, Under Arrest.  Enforcement Blitz Continues this Holiday Season</title>

					  <description> [Murphy] &#8211; Drunk driving is one of America&#8217;s deadliest crimes.&#160; In fact, during 2005, nearly 13,000 people were killed in highway crashes involving an impaired driver or motorcycle operator with an illegal blood alcohol concentration (BAC) of .08 or higher.&#160; That is why the Murphy Police Department announced today that they will be out in full force looking for and cracking down on impaired drivers this holiday season. &#8220;The holiday season between Thanksgiving and New Year&#8217;s is one of the deadliest and most dangerous times of the year due to an increase in impaired driving,&#8221; said Chief Billy Myrick. &#8220;If we catch you driving impaired, we will arrest you.&#160; No exceptions. No excuses.&#8221; According to the National Highway Traffic Safety Administration (NHTSA), in December 2005, 1,033 people were killed in crashes involving a driver with an illegal blood alcohol concentration (BAC) level of .08 or above. Driving with a BAC of .08 or higher is illegal in every state, but too many are still not getting the message. According to the FBI&#8217;s Uniform Crime Report, more than 1.3 million people were arrested for driving under the influence during 2005.&#160;&#8220;We will be out in force to get more drunk drivers off the road,&#8221; said Chief Myrick. &#8220;We want everyone to play it safe and always designate a sober driver or find a different way home if they have been out drinking.&#8221; Since 1981, every President of the United States has demonstrated the commitment to preventing impaired driving by proclaiming December as National Drunk &#38; Drugged Driving (3D) Prevention Month. Chief Myrick said that always designating a sober driver and not letting friends drive drunk are just two of several simple steps to help avoid a tragic crash or an arrest for impaired driving. Other important tips include:  &#8226;&#160;Plan ahead: Whenever you plan on consuming alcohol, designate your sober driver before going out and give that person your keys; &#8226;&#160;If you&#8217;re impaired, call a taxi, use mass transit or call a sober friend or family member to get you home safely;&#8226;&#160;Promptly report drunk drivers you see on the roadways to law enforcement;&#8226;&#160;Wearing your seat belt or using protective gear on your motorcycle is your best defense against an impaired driver;&#8226;&#160;And remember, Friends Don&#8217;t Let Friends Drive Drunk.&#160; If you know someone who is about to drive or ride while impaired, take their keys and help them make other arrangements to get to where they are going safely. &#8220;Drunk driving is simply not worth the risk. It is deadly serious and against the law. If you drive drunk, you will be arrested. Violators will be spending their money on bail, court, lawyers and towing fees instead of buying holiday presents for loved ones. That&#8217;s not a great way to end the year,&#8221; said Chief Myrick. &#8220;So don&#8217;t take the chance. 					  <description> Neighborhood Crime Watch meeting December 12, 2006 [Murphy] - The Police Department Training Room was full as members and interested citizens, more than 35 in all, worked to improve the NCW organization. Sgt. Kyle Kucauskas presided, with input from Bob Russell and Roxanne Bogdan on history and recommended procedures for the group.&#160; Suggestions and questions from the floor were accepted, and some will be incorporated into the procedures.&#160; The purpose of the group is to enhance communications between the Police Department and citizens, and to bring information on suspect activity to the attention of the police in time for them to do something about the activities. Other information of interest to citizens may be about self-protection from ID theft, computer eavesdropping or viruses, and other illicit activities.&#160; Community oriented events such as potluck dinners, block parties, and get-togethers are encouraged and supported whenever requested as police resources are available.&#160; The police blotter is forwarded to members, who get the report before the media elements do as a result of being signed up with their email addresses.&#160;  Chief Billy R. Myrick spoke about future plans for the organization.&#160; He visualizes The Citizens&#8217; Police Academy (CPA), with Volunteers in Policing (VIP) and Citizens on Patrol (COP) to follow, with citizens able to participate and augment the resources of the Department.&#160; The CPA program is to be initiated in 2007. The first group of 12 or so will undertake a 10 to 12 week course, one night per week. Sgt Kyle discussed the potential for Business Crime Watch, which would be aimed at combating crime against the businesses in the City.&#160; It would hold monthly luncheon meetings to discuss how businesses could develop cooperation with the PD and enhance methods to protect themselves.
